About The Entertainment Corporation Limited (TECL):

The Entertainment Corporation Limited (TECL) has been awarded the tender, to operate the Hong Kong Observation Wheel (HKOW) for 5 years from 2024 – 2029. It is an exciting venue that comprises an event space, a free exercise venue, food and beverage offerings and other community entertainment options. More than 2million people ride the HKOW annually.

Under the conditions of the most recent lease, TECL must remove its’ back fence and integrate the HKOW site with Site 3. This integration must take place by the end of 2026. It will require the relocation of infrastructure, offices, workshops and public conveniences.

The Project


It will be the role of the project manager to deliver the integration of Site 3 and the HKOW venue on time and to budget.


The Project Manager Role will require the following skillsets:


1. Project Management

Create a project plan that outlines tasks, schedules, budgets, resources and milestones needed to achieve the project goals.


2. Resource Management

Responsible for the management of human, financial and material resources. This would include oversight of contract management, tendering and/or bidding, to ensure the project has the resources and skills needed.


3. Time Management

Responsible for setting deadlines, prioritizing tasks, and mitigating delays, while allowing for changes or challenges that arise during the project lifecycle


4. Budget Management

Responsible for estimating costs, setting budgets, and controlling spending.


5. Quality Assurance

Maintaining the quality of work to the highest possible standards.


6. Stakeholder Communication

Effective communication is imperative for the success of this project. The project manager will be responsible for communication with Site 3 colleagues, HKOW team members, and upper TECL management. This includes preparing status reports, conducting meetings, and being the point of contact for any inquiries related to the project.


7. Risk Management

Identifying potential risks and preparing mitigation strategies. Will be expected to assess potential threats to the project’s success and implement risk management plans to minimize impact.


8. Documentation

Keep detailed records of all project elements, such as contracts, plans, financial statements, and communications.


9. Compliance

Ensure the project adheres to relevant laws, regulation and standards.
